NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:
The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of August 14, 2018. The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:
Ordinance No. AO 2018-63, an ordinance of the Anchorage Assembly amending the Anchorage Municipal Code to add a new chapter to prohibit certain retail sellers from distributing disposable plastic shopping bags and providing for civil fines, Assembly Members Traini, Constant and LaFrance.

Resolution No. AR 2018-184, a resolution confirming the 2018 assessment roll and levying special assessments for services on property specially benefited in the Downtown Improvement District, Special Assessment District 1SD97, setting the dates of assessment, and providing for assessment billing, payment due dates, application of payments, delinquency, penalties, interest and costs for delinquency and enforcement and appropriating assessment revenues to Special Assessment Fund (271) for services benefiting the property owners in Special Assessment District 1SD97, Finance Department/Property Appraisal.
Resolution No. AR 2018-201, a resolution approving Administrative Agreement #2018-03 between the Municipality of Anchorage and the International Brotherhood of Electrical Workers Local 1547 agreeing to amend Call Out Pay language, Employee Relations Department.
Resolution No. AR 2018-204, a resolution approving Administrative Agreement #2018-04 between the Municipality of Anchorage and the International Brotherhood of Electrical Workers Local 1547 agreeing to amend Section 3.1.C NECA temporary language, Employee Relations Department.
Assembly Memorandum No. AM 479-2018, Employee Relations Board appointment (Debra E. English), Mayor’s Office.
Ordinance No. AO 2018-65, an ordinance authorizing a disposal of an electrical easement, located on a portion of Tract B, Abbott Road Subdivision between Anchorage Water and Wastewater Utility and Chugach Electric Association, Inc.
Ordinance No. AO 2018-66, an ordinance authorizing the Mayor to designate additional land for placement in the Heritage Land Bank inventory, legally described as Lots 13(A-B) Urbanek and Kerkove Subdivision (Plat 74-15), Lot 12 West Portion, Lot 12 East 50’ Portion, and Lot 14 SEC 33 T13N R3W (PID 008-041-05; 008-041-04; 008-041-06; 008-041-07; 008-041-03), Real Estate Department.
Ordinance No. AO 2018-67, an ordinance of the Anchorage Assembly repealing and reenacting Anchorage Municipal Code (“AMC”) Subsection 21.07.020B. to update provisions regarding watercourse, water body, and wetland protection; amending AMC Chapters 21.02 and 21.03 to transfer variance authority for variances from watercourse, water body, and wetland protection regulations to the Zoning Board of Examiners and Appeals; adding a new section to AMC Chapter 21.12 regarding nonconformities with said protections; and amending Anchorage Municipal Code Section 21.14.040, Definitions, accordingly (Planning and Zoning Commission Case 2017-0133), Planning Department and Watershed Management Services.
Ordinance No. AO 2018-68, an ordinance of the Anchorage Assembly establishing a new Downtown Anchorage Renaissance Commission and amending Anchorage Municipal Code Chapter 4.60 with a new section setting forth its composition, purposes and duties accordingly, Assembly Member Perman and Assembly Member Constant.
Resolution No. AR 2018-223, a resolution of the Municipality of Anchorage appropriating $1,700,000 to the Information Technology Department, Information Technology Operating Fund (607000) to provide SAP application support to the Municipality of Anchorage funded with available IGC Revenue, Information Technology Department.
Resolution No. AR 2018-224, a resolution of the Municipality of Anchorage appropriating $654,074 to the State Direct/Federal Pass-Through Grants Fund (231000) a Nutrition, Transportation and Support Services Grant, from the State of Alaska, Department of Health and Social Services, for providing AnchorRIDES Transportation Service for senior citizens, and appropriating $65,407 to the State Direct/Federal Pass-Through Grants Fund (231800) a contribution from the 2017 Operating Budget, Area-Wide General Fund (101000), for local match to said grant, all within the Public Transportation Department.
