NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of May 21, 2024.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:   

Ordinance No. AO 2024-48, an ordinance authorizing withdrawal of HLB Parcels 2-127 through 2-136, legally described as the W2SE4SW4 SEC 3 T11N R3W, Lots 1, 5, 6, 9, 10, 14, 15, 18 SEC10 T11N R3W, and E2E2W4 & E2W2NE4NW4 SEC 10 T11N R3W, S.M., from the Heritage Land Bank Inventory, for transfer of management authority to the Parks and Recreation Department for the purposes of long-term conservation and park use, and to amend the 2023 HLB Annual Work Plan, Real Estate Department. 

Ordinance No. AO 2024-49, an ordinance approving the acquisition of real property, legally described as Tract A Legacy Pointe Subdivision (Plat 2006-01; PID 020-181-61-000) and Tract 1 Viewpoint Subdivision (Plat 84-154; PID 020-201-25-000), for the purposes of conservation and park uses and authorization of the use of Heritage Land Bank Parcels 2-127 through 2  ‑136 legally described as the W2SE4SW4 SEC 3 T11N R3W, Lots 1, 5, 6, 9, 10, 14, 15, 18 SEC10 T11N R3W, and E2E2W4 & E2W2NE4NW4 SEC 10 T11N R3W, S.M., as in-kind grant match based on an anticipated appraisal amount to be One Million Eight Hundred Thousand Dollars ($1,800,000), Real Estate Department.

Ordinance No. AO 2024-47, an ordinance approving dedication of a conservation easement over parcels legally described as Tract A Legacy Pointe Subdivision (Plat 2006-01; PID 020-181-61-000), Tract 1 Viewpoint Subdivision (Plat 84-154; PID 020-201-25-000), and Heritage Land Bank Parcels 2-127 through 2-136 legally described as the W2SE4SW4 SEC 3 T11N R3W, Lots 1, 5, 6, 9, 10, 14, 15, 18 SEC10 T11N R3W, and E2E2W4 & E2W2NE4NW4 SEC 10 T11N R3W, S.M., to be held by Great Land Trust, Inc., Real Estate Department. 

Ordinance No. AO 2024-50, an ordinance authorizing a one (1) year lease with three (3) one-year options to extend between the Municipality of Anchorage (Tenant) and Dimond Center Holdings, LLC (Lessor) for premises located within the Dimond Center Mall at 800 East Dimond Boulevard in Anchorage, for the operation of an express library, Real Estate Department. 

Ordinance No. AO 2024-54, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code section 21.13.050, Nonconforming Lots of Record, to remove a restriction on development or sale of small legal nonconforming lots of record under common ownership with an abutting lot, and waiving Planning and Zoning Commission review, Assembly Vice-Chair Zaletel and Assembly Member Rivera. 

Ordinance No. AO 2024-55, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Sections 15.20.020 and 16.125.065 to reduce the standard 15-day prohibited campsite abatement notice to 10 days; and to prioritize abatement activities for prohibited campsites near protected uses, with more than 25 tents or shelter structures, and within a specified distance of a licensed homeless and transient shelter, Assembly Members Rivera, Volland and Bronga. 

Ordinance No. AO 2024-56, an ordinance of the Anchorage Assembly recognizing the importance of the Ship Creek Small Boat Launch (scsbl), amending Anchorage Municipal Code Chapter 11.50 to establish maintenance and operations of the scsbl as a duty and responsibility of the Don Young Port of Alaska, requiring development of an action plan for future funding, maintenance and operations, and related matters, Assembly Member Sulte. 

Resolution No. AR 2024-146, a resolution of the Municipality of Anchorage appropriating Four Million Three Hundred Fifty Thousand Dollars ($4,350,000) to the Anchorage Bowl Parks & Recreation Service Area (APRSA) Capital Improvement Projects Fund (461100), Anchorage Parks & Recreation Department, from general obligation bond proceeds to pay the cost of Capital Improvement Projects within the APRSA, Office of Management and Budget. 

Resolution No. AR 2024-147, a resolution of the Municipality of Anchorage appropriating One Million Five Hundred Thousand Dollars ($1,500,000) to the Anchorage Metropolitan Police Service Area Capital Improvement Projects Fund (451100), Anchorage Police Department, from general obligation bond proceeds to pay the cost of public safety improvements at the Elmore Station; heating system and roof reconstruction in the Anchorage Metropolitan Police Service Area, Office of Management and Budget. 

Resolution No. AR 2024-150, a resolution of the Municipality of Anchorage appropriating Forty-Seven Million One Hundred Ten Thousand Dollars ($47,110,000) to the Anchorage Roads & Drainage Service Area (ARDSA) Capital Improvement Projects Fund (441100), Project Management & Engineering Department, from general obligation bond proceeds to pay the cost of road and storm drainage capital improvement projects within ARDSA, Office of Management and Budget. 

Resolution No. AR 2024-151, a resolution of the Municipality of Anchorage appropriating: Five Hundred Thousand Dollars ($500,000) to the Maintenance & Operations Department for Anchorage signal system, signage, and safety improvements; Seven Hundred Thousand Dollars ($700,000) to the Anchorage Fire Department for ambulance replacement; and One Million Five Hundred Thousand Dollars ($1,500,000) to the Traffic Department for school zone safety, traffic calming, and safety improvements, all to the Anchorage Areawide General Capital Improvement Projects Fund (401100), and appropriating one Million Eight Hundred Sixty Thousand Dollars ($1,860,000) to the Public Transportation Department for transit facilities, centers, bus stop improvements, fleet, support equipment, and support vehicle replacement & expansion to the Public Transportation Capital Improvement Projects Fund (485100), all from general obligation bond proceeds, Office of Management and Budget. 

Resolution No. AR 2024-152, a resolution of the Municipality of Anchorage appropriating Four Million Dollars ($4,000,000) to the Chugach State Park Access Service Area Capital Improvement Projects Fund (410100), Maintenance and Operations Department, from general obligation bond proceeds to pay the cost of Sunnyside Trail Access Improvement Project in the Chugach State Park Access Service Area, Office of Management and Budget. 

Ordinance No. AO 2024-51, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Sections 9.04.010, 9.38.020, and 25.10.010 to refine the definition of the “electric bicycle" and increase equitable access and improve user safety on two-way mixed-use trails and sidewalks, Assembly Member Martinez.

Ordinance No. AO 2024-52, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code section 26.30.025 to clarify the Assembly's authority to approve official comment and response on behalf of the Municipality as both an Eklutna Owner and party to the 1991 Fish and Wildlife Agreement and the Executive's responsibility to advocate on behalf of the Municipality, Assembly Chair Constant and Assembly Vice-Chair Zaletel. 

Ordinance No. AO 2024-53, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code section 23.10.104.16 to update the technical requirements of shelter units that are exempt from the building permit requirements of Title 23, Assembly Members Sulte and Bronga.

Resolution No. AR 2024-170, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the Large Resort Endorsement application of Beverage Dispensary-Tourism License #3445, for Alyeska Resort Operations Limited Partnership DBA Hotel Alyeska located at 1000 Arlberg Ave. Girdwood, Alaska 99587; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Girdwood Valley Service Area), Assembly Chair Constant, Assembly Vice-Chair Zaletel and Public Safety Committee Co-Chair Perez-Verdia.  

Resolution No. AR 2024-171, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the Package Store Sampling Endorsement application of Package Store License #996, for Midtown Spirits, LLC DBA La Bodega located at 194 Olympic Mountain Loop, Unit: C-107 Girdwood, Alaska 99587; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Girdwood Valley Service Area), Assembly Chair Constant, Assembly Vice-Chair Zaletel and Public Safety Committee Co-Chair Perez-Verdia.  

​How to Testify: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearing items.

The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
