HOME Sponsors Invite Participation in Public Engagement Process

​Today, Anchorage Assembly Members Anna Brawley, Daniel Volland and Meg Zaletel announced a robust plan to engage interested residents over the next four months in the public process for the “Housing Opportunities in the Municipality for Everyone (HOME) Initiative," an ordinance to simplify residential zoning code in the Anchorage Bowl.

The sponsors will kick off the public engagement process with a webinar on Monday, March 4 from 6 – 7:30PM on Microsoft Teams to provide an overview of the ordinance and the proposed rules for each new zoning district. The webinar will be recorded and published on YouTube for later viewing.

About HOME
The HOME Initiative, formalized by AO 2023-87, proposes amendments to Title 21 – Land Use to reduce the number of residential zones in the Anchorage Bowl from 15 zones to five, as identified in the Anchorage 2040 Land Use Plan (LUP):

  • STFR – Single Family and Two-Family Residential
  • Compact Mixed Residential – Low
  • Compact Mixed Residential – Medium
  • Urban Residential – High
  • LLR – Large Lot Residential

The proposed changes to zoning districts only apply to the Anchorage Bowl. Chugiak/Eagle River and Girdwood have separate zoning chapters in Title 21, which would not be updated in this ordinance.

Planning & Zoning Commission Hearing: March 18
The sponsors will present the latest version of AO 2023-87 to the Planning & Zoning Commission on Monday, March 18 at 5:30PM, which will be followed by a special meeting of the Planning & Zoning Commission at 6:30PM. During the special meeting, the Planning & Zoning Commission will hear public testimony on the HOME Initiative, Case 2024-0006.

Community Presentations
The sponsors intend to present the proposal to Community Councils, industry groups, and other community organizations to learn more about the ordinance and have conversations about how Anchorage can improve residential zoning code through these changes.
