The Request for Proposal (RFP) process is used when solicitation parameters are not defined (scope of work, schedule, etc.) enough to use the Invitation to Bid (ITB) process, per Title 7 7.20.060. The proposals are scored through an evaluation committee and afterwards negotiations begin until all parties agree and the project is awarded. All proposals must be submitted to the Purchasing Department via hand or mail delivery. Emailed proposals are currently not accepted.
This is a negotiated process; therefore, all evaluations, scorings, and negotiations are kept confidential until after award of a contract. However, the recommended awardee's proposal may be reviewed by a competing proponent, after issuance of an intent to award by the purchasing department.
