On 10/15/09, the Chugiak Community Council (“Council”) discussed the way-forward for the Knik Arm Crossing which would connect the Port of Anchorage to Port MacKenzie. AMATS and the MOA Planning and Zoning Commission are considering an amendment to the Anchorage Bowl Long-Range Transportation Plan to delay the Knik Arm Crossing. The AMATS comment period ends 10/23/09. Additionally, Planning & Zoning Case No. 2009-148 is scheduled to go before the Planning and Zoning Commission on 11/09/09. ______ The Council is on record for supporting the Knik Arm Crossing and the functions it would serve: relieve congestion on the Glenn Hwy and delay or eliminate the need to add lanes there; provide an alternate north-south emergency route; establish the transportation infrastructure for accelerating growth in the Mat-Su; provide thousands of construction jobs; and connect the two ports to expand businesses on both sides and facilitate construction of gas pipeline infrastructure. Although a railroad crossing and an extended coastal trail are not in the initial plans, those facilities could be added in the future. ______ Council members discussed the possibility of a project delay. The current project timeline anticipates bridge design and construction through 2011 with the bridge operational in 2012. Council members were opposed to delaying the construction of the bridge and thought that a delay would jeopardize the project’s momentum and could put the bridge at risk of not being built at all. The Council unanimously passed a motion to recommend that the construction of the Knik Arm Crossing not be delayed.

Delaying the Knik Bridge from the Long Range Transportation Plan would be a detriment to the project by putting a severe brake on its momentum. Now is the time to build it. Alaska needs this bridge sooner than later. Please stick to the current timeline.

I support removing the crossing from the Anchorage long range transportation plan. The crossing does absolutely nothing to resolve any of Anchorage's transportation issues. Nor does it resolve any of the transportation issues associated with the highway connecting the major employment center, Anchorage, with the two bedroom communities of Wasilla and Palmer. For the time being Anchorage government leaders should work more deligently with Mat-Su officials for the needed ferry landing.
