At the regularly scheduled 12/13/11 Chugiak-Birchwood-Eagle River Rural Road Service Area (CBERRRSA) Road Board Supervisors meeting, the Supervisors discussed the 2035 Metropolitan Transportation Plan (MTP) Draft and recommends the following changes: +++++ In general, the MTP Draft does not reflect enough of Chugiak-Eagle River’s unique circumstances. +++++ In Chapter 6, add language to describe the mechanisms of local funding for Chugiak-Eagle River road projects. Developers assume the full cost to build or upgrade collectors in CBERRRSA as per existing Title 21 code (and Title 21 Rewrite). Make reference to the Official Streets and Highways Plan’s (OS&HP) list of identified collectors and Chugiak Eagle River study areas that describe areas where future collectors might go. Expand this new MTP section to address funding in Limited Road Service Areas (LRSAs) inside AMATS’ boundaries but outside the Anchorage Roads and Drainage Service Area (ARDSA). +++++ Develop criteria for subareas that cannot compete well with areas of higher population. That is, modify Chapter 6’s funding criteria and Chapter 7’s initial road project screening criteria so as to not penalize Chugiak-Eagle River road projects for having less population than the Anchorage Bowl. Also, modify the overall focus of Chugiak-Eagle River road projects so that non-Glenn Highway projects are not continually passed over in favor of Glenn Highway projects. In Chapter’s 6 and 7, increase the “logical sequencing” ranking for Road Project No. 105 “Glenn Hwy – Hiland Rd to Old Glenn Hwy (Artillery Rd)” as this project is the logical next logical step to expanding the highway to remove bottlenecks. +++++ In Chapter’s 6 and 7, re-list a road project that was recently dropped from consideration. This project is repairing the Eklutna Overpass on the Glenn Highway. This overly-low overpass keeps getting hit with tall vehicles and the overpass is now under load restrictions due to the resultant damage. +++++ Several policies from the Chugiak-Eagle River 2027 Long-Range Transportation Plan (CERLRTP, pages 8 through 11) were omitted in the MTP Draft over objections of the sole Chugiak-Eagle River representative on the MTP’s Technical Advisory Committee Plus (TAC+). These long-range transportation plan policies had been developed by the Chugiak Eagle River community over many years and are formally adopted by the Municipality. Therefore, AMATS’ personnel should not now be arbitrarily deleting these community policies. Add the following policies back into the MTP: Level of Service Policy (LOS C); Rural Lifestyle Policy; Connectivity Policy; Roadway Design Policy; Street Lighting; and Glenn Highway Capacity, Safety, and Screening. +++++ In Chapter 8, add language and corresponding actions that deal specifically with Chugiak-Eagle River’s maintenance issues: 1) Require written cost estimates for on-going maintenance of projects prior to implementation (including roadways, sidewalks, trails, landscaping, street lighting, etc.) and written commitments from the entities that shall provide the on-going maintenance. 2) When planning transportation projects, require sufficient right-of-way to store snow on-site since CBERRRSA does not haul snow. +++++ In Chapter 8, add language and corresponding actions that define Chugiak-Eagle River’s “study areas” and specify ways to get such studies implemented. Study areas are indicated for areas where not enough information is available to make a reasonable prediction of the future collector and arterial needs in that area. Such areas require additional study prior to identifying any functional designations. Study areas are identified and mapped in the OS&HP. Clarify, in the MTP, that prior to proposing roads in tracts that are specifically designated as study areas, codified local circulation plans shall be developed that make reasonable predictions of the future collector and arterial needs. List each OS&HP-identified study area as an individual project in the MTP where the results of those studies shall provide recommendations back to the MTP and OS&HP. | |

I urge the Planning & Zoning Commission to postpone the hearing on the Public Hearing Draft of the 2035 Metropolitan Transportation Plan Update, because 4 days is not enough time to evaluate the changes in a document that is this important, and this complex |
