As I stated at the public hearing before the Assembly, this amendment is a poison pill intended to defeat the granting of access when a landowner seeks to subdivide property adjacent to Chugach State Park. Further, it grants veto authority to the DNR Commissioner over MOA decisions which has no basis in law or practice and requires the expenditure of staff time and money to plan particular access points PRIOR to any sort of approval of that point. It should be soundly defeated and I suggest the Assembly members who proposed this should be strongly criticized for wasting the Assembly's (and P and Z's) time.
