I'm the building manager for the Alyeska West Condominium building located just downhill of this project on 125 White Pass Lane. Yes additional parking is needed to accommodate guests in the resort base area and suitable locations should be added. However in speaking for the Condo Association we have concerns on how this entire area drains excessive runoff. Already, directed in front of our building, along White Pass Lane, lies a very shallow ditch with minimal slope to a culvert running under Crystal rd. to daylight on the other side. This ditch pools and overflows across the road in anything more then a drizzle and glaciates throughout the winter. Due to certain local allowances the City does not maintain White Pass Lane even though it is street status. If water is allowed to drain from the South corner of this proposed lot it either flows over the surfaces below and finds its way to our ditch or it flows into an old existing culvert which is buried for some 800ft. into Alyeska Creek and is in very poor condition, collapsing and full of rocks. If water is allowed to drain from the North corner into the Crystal Rd. ditch it still presents a problem in high runoff periods when high flow often jumps the ditch and culvert entry and flows down the road surface on the wrong side depositing material in our inadequate ditch and culvert. Therefore, I would see the proposed lot adding to the current issues downslope here without additional upgrades to existing drainages.
