Youth Civic Action

The Anchorage Assembly Youth Representative is a unique position on the Assembly reserved for residents ages 16–19. Created by Municipal Code (AMC 2.30.025), the program gives high school students the chance to engage in the legislative process of local government while fostering leadership, civic knowledge, and public service. Youth Representatives participate in regular Assembly meetings, share input, and cast a preferential (non-binding) vote. It’s an opportunity to experience local government in action and share youth perspectives on community issues.

The Anchorage Assembly is dedicated to connecting students to their local government. The Assembly offers youth and educators multiple opportunities to experience civic engagement firsthand, from the Youth Representative program which gives young people a direct role in the Assembly, to extra credit opportunities for attending Assembly Meetings.

About the Position

What is it?

The Anchorage Assembly Youth Representative is a unique position on the Assembly reserved for residents ages 16–19. Created by Municipal Code (AMC 2.30.025), the program gives youth the chance to engage in the legislative process of local government while fostering leadership, civic knowledge, and public service. Youth Representatives participate in regular Assembly meetings, share input, and cast a preferential (non-binding) vote. It's an opportunity to experience local government in action and share youth perspectives on community issues.

Who can apply?

Anchorage residents between 16–19 years old who have lived in the city for at least one year. (If you're eligible to vote, you must be registered.)

Time Commitment

Terms are for the school year, from August through May.
Assembly meetings are twice a month on Tuesdays from 5–10 p.m. The Youth Representative cohort takes turns going to meetings.
Optional activities include work sessions, special meetings, tours, and monthly meetups to learn more about city operations and leadership.

Who will help me?

You will receive training and orientation from the Legislative Services and Municipal Clerk Offices, and may receive mentorship from an Assembly Member.

How to apply?

Applications for the 2026–2027 Youth Representative opens March 23, 2025. Applications must be recieved by May 8, 2025.

Current Representatives

On September 9, 2025, the Assembly confirmed three youth representatives for 2025-2026. Together, they serve as a cohort – learning, contributing, and representing Anchorage youth throughout the academic year.

Kennedy Bowser

Kennedy Bowser is a Junior at Chugiak High School and a Youth Representative for the Anchorage Assembly. She is involved in the National Honor Society and loves writing, watching plays, and other kinds of creative works. Kennedy also cares deeply about the environment and ensuring that youth voices are heard in our community.

Jacob Lavarias

Jacob Lavarias is excited to take part in the Anchorage Assembly's Youth Representative role! He was born and raised here in Anchorage and says that growing up in a state separated from the rest, with vast and impressive natural scenery, has formed a big part of his identity. Jacob is a member of a Filipino immigrant family and keeps his ethnic heritage through them and through local Filipino organizations. Jacob is currently a Senior attending West Anchorage High School, and he is proud of the school's rich history as the city's first high school. There, he socializes with his peers and participates in programs such as TRIO Upward Bound and Spanish Immersion, discovering his passions for music and culture. Jacob said he is proud to be from Anchorage and wouldn't be the same person had he grown up in a different place.

Gwyneth Eggleston

Gwyneth Eggleston is a senior at Bettye Davis East Anchorage High School. She is a classically trained singer and an active member of the choir, drama club, and dance team, where she has found a genuine love for performing and connecting with others through music and theater. Gwyneth also serves as the Student Body Vice President, which has given her the chance to help make a difference in her school community. She is especially passionate about supporting strong public education and raising awareness for mental health, two things she believes are essential for students to thrive. After high school, Gwyneth plans to become a lawyer so she can keep advocating for people and fighting for what's right. Whether it's through leadership, music, or service, Gwyneth is always looking for ways to use her voice to lift others up and create meaningful change.
