Title 21 Major Amendments
The “new” Title 21 was adopted in February 2013, and it became effective on January 1, 2014. In 2014 and 2015, applicants for planning entitlements (requests for site plan approval, conditional use approval, rezoning, subdivision approval and the like) are able to choose to be evaluated under the “old” code or the “new” code. On January 1, 2016, the “old” code expires and only the “new” code is applicable (with some exceptions—see the areas excepted here).
Since the adoption of the “new” code, some problems and issues have been identified that need to be addressed. As of June 1, 2015, the Assembly has approved seven amendments to Title 21 that adjust the standards. (Other amendments have been passed to adopt or amend comprehensive plan elements.) Seven additional amendments are in process.
Two significant current proposals are major amendments to the multifamily design standards brought forward by Planning Division staff (PZC Case 2015-0049—no AO number assigned yet), and AO 2015-59 submitted by Assemblymembers Hall and Demboski, amendments primarily relating to floor area ratio, height, and residential design standards. Both proposed ordinances can be downloaded below, along with a variety of supplementary information generated by Planning Division staff.
