​NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of January 7, 2025.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2024-102, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Sections 21.04.30, 21.06.020, and chapter 21.07 to simplify specific restrictions for residential development in the B-3 Zoning District and waiving Planning and Zoning Commission review. Assembly Member Volland, Assembly Member Brawley, Assembly Vice-Chair Zaletel.

Ordinance No. AO 2024-104, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Title 21 to reduce the costs and burden of multifamily residential developments by suspending the residential design standards for development applications submitted within a time certain. Assembly Vice-Chair Zaletel and Assembly Member Brawley.

Ordinance No. AO 2024-121, an ordinance amending Anchorage Municipal Code 21.09.040, zoning districts, and table 21.09-2: table of allowed uses to allow mixed-use development in the GC-1 (Seward Highway/Alyeska Highway Commercial District) and the GC-2 (Girdwood Station/Seward Highway Commercial District). (All Community Councils) (Case 2024-0110), Planning Department.

Ordinance No. AO 2024-104(S), an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Title 21 to reduce the costs and burden of multifamily residential developments by suspending the residential design standards for development applications submitted within a time certain. Ordinance No. AO 2024-115, an ordinance providing for the submission to the qualified voters of Anchorage, Alaska, the question of the issuance of not to exceed sixty-three million eight hundred twenty-two thousand dollars ($63,822,000) of General Obligation Bonds of the Municipality of Anchorage to pay the costs of capital improvements for the Anchorage School District at the election to be held in the municipality on April 1, 2025. Anchorage School District.

Resolution No. AR 2024-390, a resolution of the Municipality of Anchorage appropriating Operating Projects Committed General Fund (190000) Fund Balance in amount not-to-exceed one million one hundred forty-six thousand three hundred ninety-three dollars ($1,146,393) to the Operating Projects Committed General Fund (190000) in 2025 to continue previously appropriated project purposes, all within the Planning Department, Office of Management and Budget.

Resolution No. AR 2024-397, a resolution of the Municipality of Anchorage (MOA) appropriating two million four hundred fifty-five thousand three hundred fifty-one dollars and ninety-three cents ($2,455,351.93) of taxes collected above the 2024 tax increase limitation to the Areawide General Operating Fund (101000) as a transfer to the Areawide General Capital Improvement Projects (CIP) Fund (401800) to pay for the Roger Hickel Contracting, Inc. Legal Settlement, all within the Maintenance & Operations Department, Office of Management and Budget.

​Ordinance No. AO 2024-126, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 6.40 to add additional reporting requirements on programs and projects funded by the Alcoholic Beverages Retail Sales Tax, Assembly Member Brawley.

Ordinance No. AO 2024-127, an ordinance submitting to the qualified voters residing in the Totem Limited Road Service Area (LRSA) at the Regular Municipal Election on April 1, 2025, a ballot proposition to de-annex lot 2 Huisingh Subdivision, according to plat 77-258, thereof, from the Totem LRSA and amend the Totem LRSA boundaries in Anchorage Municipal Code Section 27.30.700, effective retroactively as of January 1, 2025. Maintenance & Operations Department.

Ordinance No. AO 2024-128, an ordinance authorizing a three (3) year lease extension with two one-year options between the Municipality of Anchorage (tenant) and Bethel Native Corporation (lessor) for premises located at 619 E. Ship Creek Avenue for the Vote by Mail Elections Program. Real Estate Department.

Ordinance No. AO 2024-129, an ordinance submitting to the qualified voters residing in the Birch Tree/Elmore Limited Road Service Area (LRSA) at the Regular Municipal Election on April 1, 2025, a ballot proposition to de-annex lots 1 & 16 block 2 Elmore Subdivision, according to plat P-635, thereof, from the Birch Tree/Elmore LRSA and amend the Birch Tree/Elmore LRSA boundaries in Anchorage Municipal Code Section 27.30.700, effective retroactively as of January 1, 2025. Maintenance & Operations Department.

Ordinance No. AO 2024-105(S), an ordinance of the Anchorage Municipal Assembly proposing a dedicated sales [property] tax and economic development measure to be submitted to the qualified voters of the Municipality that would enact a sales and use tax of three percent (3%) in the aggregate on the sale or use of goods and services within the Municipality, with certain exemptions, a maximum tax amount per transaction, comprised of a two percent (2%) tax for the sole purpose of reducing property taxes proportionately throughout the Municipality within the “tax cap" calculation, and a one percent (1%) tax outside of the tax cap dedicated for establishment of a trust fund to pay for voter approved capital projects known as Municipal Area Projects (maps); costs of administration, collection and audit of these sales and use taxes shall be shared proportionally between the taxes; providing for a maps citizens advisory board; providing a limited term of seven (7)  years for  the aggregated 3% sales and use  tax levy; amending Anchorage Municipal Code Chapter 12.25 regarding the tax increase limitation; adding a new chapter to the Anchorage Municipal Code to partially implement this tax revenue diversification measure; and providing for transition procedures and effective dates. Ordinance No. AO 2024-105(S-1), an ordinance of the Anchorage Municipal Assembly submitting to the qualified voters of the Municipality at the Regular Municipal Election on April 1, 2025, an advisory ballot proposition on whether the Anchorage Municipal Assembly should call a Special Election to propose voter authorization of a sales tax[proposing a dedicated property tax and economic development measure to be submitted to the qualified voters of the Municipality that would enact a sales and use tax of three percent (3%) in the aggregate on the sale of goods and services within the Municipality, with certain exemptions, a maximum tax amount per transaction, comprised of a two percent (2%) tax dedicated for the sole purpose of reducing property taxes proportionately throughout the Municipality within the “tax cap" calculation, and a one percent (1%) tax outside of the tax cap dedicated for establishment of a trust fund to pay for voter approved capital projects known as Municipal Area Projects (maps); costs of administration, collection and audit of these sales and use taxes shall be shared proportionally between the taxes; providing for a maps citizens advisory board; providing a limited term of seven (7)  years for  the aggregated 3% sales and use tax levy; amending Anchorage Municipal Code Chapter 12.25 regarding the tax increase limitation; adding a new chapter to the Anchorage Municipal Code to partially implement this tax revenue diversification measure; and providing for transition procedures and effective dates]. Ordinance No. AO 2024-105(S-2), an ordinance of the Anchorage Municipal Assembly proposing a sales [dedicated property] tax and economic development measure to be submitted to the qualified voters of the Municipality that would enact [a] sales and use taxes of three percent (3%) in the aggregate on the sale and use of goods and services within the Municipality, with certain exemptions, a maximum tax amount per transaction, comprised of a three-fourths of one percent (0.75%) [two percent (2%)] tax dedicated for the sole purpose of reducing property taxes proportionately throughout the Municipality within the “tax cap" calculation, a three-fourths of one percent (0.75%) [and a one percent (1%)] tax outside of the tax cap dedicated for establishment of a trust fund to pay for voter approved capital projects known as Municipal Area Projects (maps), a three-fourths of one percent (0.75%) tax outside of the tax cap dedicated to pay for public safety, snow fleet replacement and affordable housing and public transit development and expansion, and a three-fourths of one percent (0.75%) tax outside of the tax cap for establishment of a trust fund dedicated to funding any public purpose; costs of administration, collection and audit of these sales and use taxes shall be shared proportionally among[between] the taxes; providing for a maps Citizens Advisory And Oversight Board; [providing a limited term of seven (7)  years for  the aggregated 3% sales and use  tax levy; amending Anchorage Municipal Code Chapter 12.25 regarding the tax increase limitation;] adding a new chapter to the Anchorage Municipal Code to partially implement this tax [revenue diversification] measure; amending AMC chapter 12.10 to increase the business inventory personal property tax exemption to the first $250,000 of value; and providing for transition procedures and effective dates. Ordinance No. AO 2024-105(S-3), an ordinance of the Anchorage Municipal Assembly proposing a dedicated [property] tax and economic development measure to be submitted to the qualified voters of the Municipality that would enact a sales and use tax of one and one-half [three] percent (1.5[3]%) in the aggregate on the sale of goods and services within the Municipality, with certain exemptions, a maximum tax amount per transaction, comprised of [a two percent (2%) tax dedicated for the sole purpose of reducing property taxes proportionately throughout the Municipality within the “tax cap" calculation, and] a one percent (1%) tax outside of the tax cap dedicated for establishment of a trust fund to pay for voter approved capital projects known as Municipal Area Projects (maps); with the remaining one-half percent (0.5%) dedicated to the costs of administration, collection and audit of these sales and use taxes and any remainder available for any public purpose [shall be shared proportionally between the taxes]; providing for a maps citizens advisory board; providing a limited term of seven (7)  years for  the aggregated 1.5% [3%] sales and use tax levy; amending Anchorage Municipal Code Chapter 12.25 regarding the tax increase limitation; adding a new chapter to the Anchorage Municipal Code to partially implement this tax revenue diversification measure; and providing for transition procedures and effective dates. Ordinance No. AO 2024-105(S-4), an ordinance of the Anchorage Municipal Assembly proposing a tax revenue diversification measure to be submitted to the qualified voters of the Municipality that would enact a sales and use tax of three percent (3%) in the aggregate on the sale of goods and services within the Municipality, with certain exemptions, comprised of a one-half percent (0.5%) tax for the sole purpose of reducing property taxes proportionately throughout the Municipality within the “tax cap" calculation, and a two and a half percent (2.5%) tax outside of the tax cap dedicated for establishment of a trust fund for voter authorized community needs; costs of administration, collection and audit of these sales and use taxes shall be included under the tax cap;  amending AMC chapter 12.10 to increase the business inventory personal property tax exemption to the first $100,000 of value; and providing for transition procedures and effective dates. Ordinance No. AO 2024-131, an ordinance providing for the submission to the qualified voters of the Anchorage Metropolitan Police Service Area (AMPSA) in Municipality of Anchorage, Alaska at the election to be held in the municipality on April 1, 2025, the question of whether to approve a special tax levy dedicated to payment of the costs of acquiring police vehicles, Mayor LaFrance and Assembly Chair Constant.

Ordinance No. AO 2024-132, an ordinance providing for the submission to the qualified voters of the Anchorage Roads and Drainage Service Area (ARDSA) in the Municipality of Anchorage, Alaska at the election to be held in the municipality on April 1, 2025, the question of whether to approve a special tax levy dedicated to payment of the costs of acquiring and replacing ARDSA fleet vehicles, Mayor LaFrance and Assembly Chair Constant.

Resolution No. AR 2024-412, a resolution of the Municipality of Anchorage appropriating fund balance in amounts not to exceed: ninety-four thousand eight hundred fifty-one dollars ($94,851) from Areawide General Fund (101000); six hundred sixty-five thousand four hundred forty-seven dollars ($665,447) from Operating Projects Committed General Fund (190000); and forty-three thousand three hundred seven dollars ($43,307) from Alcoholic Beverages Retail Sales Tax Fund (206000) to the respective funds in 2025 for continuation of previously appropriated project purposes, all within the Assembly, Office of Management and Budget.

The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
