Basements in dwelling units and every sleeping room below the fourth story shall have at least one operable emergency escape and rescue window or exterior door for emergency escape and rescue.

Permits are required for residential and commercial re-roofs in accordance with the Anchorage Administrative Code. Exception: Permits are not required for non-structural re-roof projects with a total construction valuation under $5,000.00. Permits are required for all structural work regardless of the valuation.

This policy applies to closed cell, foam plastic board insulation, and covers the most common types installed in Anchorage.

AMC 23.10.104.2 exempts the building (structural) permit requirements for specific types of work.

This policy applies to plans which have already received plan review approval under a separate permit.

Architects/engineers/designers submitting the lateral and gravity design must also review and direct preparation of the structural drawings.

Effective October 1, 2003, building plans must accurately represent the orientation of structures on property.​

The intent of this policy is to clarify exemptions from requirements pertaining to the construction and alteration of buildings and structures.

In order to obtain a demolition permit, the applicant must be the owner or owner's authorized agent.

Consistent with State of Alaska Statute AS 34.08, Building Safety will require an approval letter from the applicable Condominium Association for all permits that include work to the common areas of the building, or those that will result in a structural change to the building.​

Before a commercial land use permit is issued for a four-plex or larger, the Municipality will insure that the state application has been applied for.​

In accordance with Alaska Statute AS.08.18.161 (3), (11), (12), Title 8, Business and Professions, a contractor's license will not be required for maintenance, repair, alterations or interior remodel of any building owned or occupied by the Municipality of Anchorage, Anchorage School District, Anchorage Telephone Utility, Anchorage Water and Wastewater Utility.​

The Building Safety Division Building Inspection Section is responsible for inspecting all Municipal sponsored construction for compliance with Title 21 and 23 of the Anchorage Municipal Codes. This includes construction that is outside the Municipality of Anchorage building service areas, which includes Land Use areas.​

Intermodal shipping containers (commonly referred to as "Conex" containers) used as temporary or permanent structures are required to comply with AMC Title 21 land use regulations and Title 23 building codes

When a building or portion thereof has been posted “Notice to Vacate” by Building Safety or the Fire Department, a full code-compliance inspection, building permits and associated inspections, and a certificate of occupancy must be obtained before re-opening to the public.

Where an approval is required from the Municipal Health and Human Services Department for a building permit, no Certificate of Occupancy (CO), or Conditional Certificate of Occupancy (CCO) may be issued without verification of Health Department Approval.​

Lots that are served by on-site water and/or sewer systems (meaning systems that are not on the municipal utility system) must have those systems certified as complete and operational before a certificate of occupancy can be issued.​

Hazardous Vapor Extraction Systems for Clean-up Of Underground Fuel Spills

There is a need for documentation of minutes from meetings between staff of Building Safety and other divisions and departments, and owners, architects, contractors, designers, engineers and permit applicants.​

Any currently licensed plumbing, mechanical, or gas piping contractors with the Municipality of Anchorage are allowed to replace an existing gas fired appliance or electric water heaters

This policy applies to buildings or portions of buildings damaged by natural or manmade events where repair involves work that requires a permit

A list of the approval status of special inspectors and the inspection types for which they are approved shall be posted on the Building Safety website.

Recognizing that some contractors may require more than one inspection the Department is prepared to offer a cost savings alternative

Reroof projects require tear-off and final inspections. Large, phased reroofs require a tear-off inspection after each phased portion of roofing material is removed.

The eplans Review Coordinator will utilize the priority routing function to facilitate the movement of small projects requiring minimal plan review time.

Development of lots fronting unconstructed rights-of-way is not permitted until such time that the right-of-way is improved to provide adequate access.

This policy applies to permit applications for constructing new commercial structures and additions. The following plan review approvals are required for issuance of partial permits

AO 2021-88S, the Assembly changed municipal code regarding who can perform electrical, plumbing, and mechanical work. This change has resulted in the MOA being less strictive than the State. As a Temporary remedy, the MOA will follow State requirements regarding who can perform work.

The means of egress (i.e. the ability to leave a building during an emergency) in a dwelling unit at a minimum shall include one egress door accessible from all portions of the dwelling that does not pass through a garage and one escape opening (e.g. window or door) from every sleeping room.

In accordance with Anchorage Municipal Code (AMC) 23.10.104.14.8 Permits are expired when no work has been completed (i.e. no inspections have been requested) for 360 days from the date of issuance, or from the date of the last inspection.

Wiring​ to wells and septic systems are installed along with mechanical piping at depths that exceed the maximum two-foot deep requirement of NEC 300.5.​

The intent of this policy is to assist emergency responders with locating, securing, and disconnecting power to commercial structures during emergency responses and operations.​

Due to an increasing number of electrical accidents involving mobile homes, this policy is being implemented by the Municipality of Anchorage Building Safety Division in cooperation with the electrical utilities - C.E.A. and M.L.&P.

All electrical signs are required to have an electrical permit before being connected and an electrical inspection before being energized.

When a builder or owner installs a bathtub with jetted pumps and electrical outlets supplying power to these pumps, consideration must be given to the specific location and access to the pump motor and/or electrical outlet.

An electrical permit, based upon approved design and drawings, is required for thaw wire systems installation in conjunction with drainage facilities whether they are ditches, storm drains, or other land/surface type installations.​

Municipality of Anchorage Building Safety Electrical Inspectors are on call for required service inspections that are classified as emergency in nature.​

This policy establishes procedures for coordinating the inspection of electrical facilities installed in State rights-of-way within the boundaries of the Anchorage Building Safety Service Area (ABSSA).​
