+ PROPOSITION NO. 1: CAPITAL IMPROVEMENTS FOR THE ANCHORAGE SCHOOL DISTRICT BONDS
For the purpose of providing educational capital improvements, construction, upgrades, planning, design, and renovation of school facilities and educational facility building life extension projects within Anchorage, as provided in AO 2024-115, shall Anchorage borrow money and issue up to $63,822,000 in principal amount of general obligation bonds?
The general obligation bond proceeds will be used to pay costs of constructing, renovating, installing, planning, designing, acquiring, and equipping educational capital improvement projects including, but not limited to, structural, site/circulation, mechanical, electrical, finishes, and educational adequacy improvements at Spring Hill Elementary School; secure vestibule, intrusion system, intercom, seismic/structural, mechanical, electrical, finishes and education adequacy improvements and renovations at Campbell Elementary School; complete West High School Utilidor Phase 3, including removing abandoned pipe and electrical and replacing ageing building infrastructure within the utilidor; upgrades for building wide systems and complete design at Bartlett High School; construction of security vestibules and security improvements at Scenic Park, Baxter and Ravenwood Elementary Schools; intrusion system replacements, installation of access control for 15 schools; planning and design for 2026-2028 projects; and heavy equipment replacement.
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value (based on the estimated 2025 assessed valuation) an annual increase in taxes of approximately $12.90 to retire the proposed bonds.
The debt will be paid from real and personal property taxes levied and collected areawide in Anchorage. Anchorage will also pledge its full faith and credit for payment of the bonds. (AO 2024-115)
+ PROPOSITION NO. 2: ANCHORAGE ROADS AND DRAINAGE SERVICE AREA ROADS AND STORM DRAINAGE BONDS
For the purpose of providing roads and storm drainage capital acquisition, construction, renovation and upgrades in the Anchorage Roads and Drainage Service Area, as provided in AO 2025-9, shall Anchorage borrow money and issue up to $33,700,000 in principal amount of general obligation bonds and increase the municipal tax cap by an annual amount not to exceed $143,000 to pay for associated annual operations and maintenance costs?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value in the Anchorage Roads and Drainage Service Area (based on the estimated 2025 assessed valuation in the Service Area): (i) an annual increase in taxes of approximately $7.86 to retire the proposed bonds, and (ii) an annual increase in the municipal tax cap (Charter 14.03(b)(2)) of approximately $0.46 to pay for annual operation and maintenance costs related to the proposed capital improvements.
The debt shall be paid from real and personal property taxes levied and collected within the Anchorage Roads and Drainage Service Area, without cost to properties in Chugiak, Eagle River, Girdwood, and other properties outside the Service Area. The Municipality will also pledge its full faith and credit for payment of the debt. (AO 2025-9)
+ PROPOSITION NO. 3: ANCHORAGE PARKS AND RECREATION SERVICE AREA CAPITAL IMPROVEMENT BONDS
For the purpose of renovating and rehabilitating trails and parks, and making improvements at various parks and recreational facilities in the Anchorage Parks and Recreation Service Area, as provided in AO 2025‑10, shall Anchorage borrow money and issue up to $8,250,000 in principal amount of general obligation bonds and increase the municipal tax cap by an annual amount not to exceed $245,000 to pay for associated annual operations and maintenance costs?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value in the Anchorage Parks and Recreation Service Area (based on the estimated 2025 assessed valuation in the Service Area): (i) an annual increase in taxes of approximately $1.73 to retire the proposed bonds, and (ii) an annual increase in the municipal tax cap (Charter 14.03(b)(2)) of approximately $0.71 to pay for annual operation and maintenance costs related to the proposed capital improvements.
The debt shall be paid from real and personal property taxes levied and collected within the Anchorage Parks and Recreation Service Area, without cost to properties in Chugiak, Eagle River, Girdwood, and other properties outside the Service Area. The Municipality will also pledge its full faith and credit for payment of the bonds. (AO 2025-10)
+ PROPOSITION NO. 4: ANCHORAGE METROPOLITAN POLICE SERVICE AREA BONDS
For the purpose of upgrading the generator at Anchorage Police Department (APD) headquarters; replacing the gate, renovating the heating delivery system and making entrance ADA upgrades at APD Elmore Station; and making ADA upgrades at APD Jewel Lake Training Center in the Anchorage Metropolitan Police Service Area as provided in AO 2025 12, shall Anchorage borrow money and issue up to $3,400,000 in principal amount of general obligation bonds?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value in the Anchorage Metropolitan Police Service Area (based on the estimated 2025 assessed valuation in the Service Area) an annual increase in taxes of approximately $0.62 to retire the proposed bonds.
The debt shall be paid from real and personal property taxes levied and collected within the Anchorage Metropolitan Police Service Area, which consists of areas north of McHugh Creek (other than Fire Island), without cost to properties in Girdwood, Bird, Indian, Rainbow, Portage, and other properties outside the Service Area. The Municipality will also pledge its full faith and credit for payment of the bonds. (AO 2025-12)
+ PROPOSITION NO. 5: AREAWIDE PUBLIC SAFETY CAPITAL IMPROVEMENT BONDS
For the purpose of acquiring new replacement ambulances, replacing the fire alarm system panels at major municipal facilities, undertaking facility safety/code upgrades, undertaking signal system, signage, traffic calming and safety improvements, and undertaking school zone safety improvements in Anchorage as provided in AO 2025‑14(S), shall Anchorage borrow money and issue up to $9,400,000 in principal amount of general obligation bonds and increase the municipal tax cap by an annual amount not to exceed $152,000 to pay for associated annual operations and maintenance costs?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value (based on the estimated 2025 areawide assessed valuation in Anchorage): (i) an annual increase in taxes of approximately $1.68 to retire the proposed bonds, and (ii) an annual increase in the municipal tax cap (Charter 14.03(b)(2)) of approximately $0.37 to pay for annual operation and maintenance costs related to the proposed capital improvements.
The debt shall be paid from real and personal property taxes levied and collected areawide within Anchorage. The Municipality will also pledge its full faith and credit for payment of the bonds. (AO 2025-14(S))
+ PROPOSITION NO. 6: SENIOR CENTER AND LIBRARIES CAPITAL IMPROVEMENT PROJECT BONDS
For the purpose of providing senior center and libraries capital improvements within the Municipality of Anchorage, including window repairs and replacements at Loussac Library, carpet replacement at Chugiak-Eagle River Library and Anchorage Senior Center renovations, as provided in AO 2025‑13(S), shall Anchorage borrow money and issue up to $2,800,000 in principal amount of general obligation bonds?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value (based on the estimated 2025 areawide assessed valuation in Anchorage) an annual increase in taxes of approximately $0.50 to retire the proposed bonds.
The debt shall be paid from real and personal property taxes levied and collected areawide within Anchorage. The Municipality will also pledge its full faith and credit for payment of the bonds. (AO 2025-13(S))
+ PROPOSITION NO. 7: ANCHORAGE FIRE SERVICE AREA FIRE PROTECTION BONDS
For the purpose of acquiring replacement fire engine trucks and replacement fire water tenders in the Anchorage Fire Service Area, as provided in AO 2025‑11, shall Anchorage borrow money and issue up to $2,400,000 in principal amount of general obligation bonds?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value in the Anchorage Fire Service Area (based on the estimated 2025 assessed valuation in the Service Area) an annual increase in taxes of approximately $0.46 to retire the proposed bonds.
The debt shall be paid from real and personal property taxes levied and collected within the Anchorage Fire Service Area without cost to properties in Chugiak, Girdwood, and other properties outside the Service Area. The Municipality will also pledge its full faith and credit for payment of the bonds. (AO 2025-11)
+ PROPOSITION NO. 8: GIRDWOOD VALLEY SERVICE AREA BONDS
For the purpose of providing road safety improvements to Timberline Road within the Girdwood Valley Service Area, as provided in AO 2025‑15, shall Anchorage borrow money and issue up to $3,000,000 in principal amount of general obligation bonds?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value in the Girdwood Valley Service Area (based on the estimated 2025 assessed valuation in the Service Area) an annual increase in taxes of approximately $24.35 to retire the proposed bonds.
The debt shall be paid from real and personal property taxes levied and collected within the Girdwood Valley Service Area, without cost to properties in Chugiak, Eagle River, the Anchorage Bowl, and other properties outside the Service Area. The Municipality will also pledge its full faith and credit for payment of the debt. (AO 2025-15)
+ PROPOSITION NO. 9: CHUGACH STATE PARK ACCESS SERVICE AREA BONDS
For the purpose of providing public access improvements for a new overflow parking lot near the Basher Trailhead within the Chugach State Park Access Service Area, as provided in AO 2025‑16, As Amended, shall Anchorage borrow money and issue up to $300,000 in principal amount of general obligation bonds?
Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value in the Chugach State Park Access Service Area (based on the estimated 2025 assessed valuation in the Service Area) an annual increase in taxes of approximately $0.06 to retire the proposed bonds.
The debt shall be paid from real and personal property taxes levied and collected within the Chugach State Park Access Service Area, without cost to properties in Chugiak, Eagle River, Girdwood, and other properties outside the Service Area. The Municipality will also pledge its full faith and credit for payment of the debt. (AO 2025-16, As Amended)
+ PROPOSITION NO. 10: ANCHORAGE ROADS AND DRAINAGE SERVICE AREA SNOW-RESPONSE AND FLEET VEHICLE SPECIAL TAX LEVY
For the purpose of acquiring and replacing vehicles and equipment designated for use in the Anchorage Roads and Drainage Service Area, including vehicles used in snow plowing and snow hauling, as provided in AO 2024-132(S), shall Anchorage levy a special tax to collect an amount not to exceed $3,500,000 annually, dedicated solely to those purposes?
Voter approval of this proposition authorizes for each $100,000 of assessed property value in the Anchorage Roads and Drainage Service Area (based on the estimated total 2025 assessed valuation in the Service Area) an annual increase in taxes not to exceed $11.21. It is anticipated that this levy will eliminate the need to bond for Anchorage Roads and Drainage Service Area vehicles for the foreseeable future.
The tax shall be levied and collected from real and personal property within the Anchorage Roads and Drainage Service Area only. (AO 2024-132(S))
+ PROPOSITION NO. 11: ANCHORAGE METROPOLITAN POLICE SERVICE AREA POLICE VEHICLE SPECIAL TAX LEVY
For the purpose of acquiring and replacing police vehicles to maintain a fleet, as provided in AO 2024-131(S), shall Anchorage levy a special tax to collect an amount not to exceed $3,000,000 annually, dedicated solely to those purposes?
Voter approval of this proposition authorizes for each $100,000 of assessed property value in the Anchorage Metropolitan Police Service Area (based on the estimated total 2025 assessed valuation in the Service Area) an annual increase in taxes not to exceed $7.55. It is anticipated that this levy will eliminate the need to bond for patrol vehicles for the foreseeable future.
The tax shall be levied and collected from real and personal property within the Anchorage Metropolitan Police Service Area only. (AO 2024-131(S))
+ PROPOSITION NO. 12: CHUGIAK, BIRCHWOOD, EAGLE RIVER RURAL ROAD SERVICE AREA (CBERRRSA) MILL RATE ADJUSTMENT
Shall a maximum mill levy of 2.40 mills be set for the Chugiak, Birchwood, Eagle River Rural Road Service Area (CBERRRSA), with no more than 1.4 mills to be used for road and drainage maintenance and no more than 1.0 mill to be used for capital improvements, effective retroactive to January 1, 2025?
The existing maximum mill rate in the CBERRRSA is 2.10 mills; no more than 1.1 mills may be used for road and drainage maintenance, and no more than 1.0 mill shall be for capital improvements.
If this proposition is approved, the maximum mill rate will increase to 2.40 mills, with limitation that no more than 1.4 mills shall be for road and drainage maintenance, and no more than 1.0 mill shall be for capital improvements—an increase of 0.30 mills for road and drainage maintenance.
The roads affected are all within the CBERRRSA. The intent of this proposition is to provide additional local funding for road and drainage maintenance. Local tax funding is almost exclusively the funding source for road and drainage maintenance. The additional tax funds will provide a more predictable and reliable revenue stream to reduce long-term road maintenance costs, maintain year-round drivable roads, and alleviate unsafe road environments. Subject to the maximum mill rate, the CBERRRSA Board of Supervisors will determine the actual mill rate each year.
If approved, property owners within the CBERRRSA may incur an increase in property taxes of up to $30 per $100,000 assessed value beginning in tax year 2025. (AO 2025-7)
+ PROPOSITION NO. 13: APPROVING DE-ANNEXATION OF LOT 2 HUISINGH SUBDIVISION, ACCORDING TO PLAT 77-258, THEREOF, FROM THE TOTEM LIMITED ROAD SERVICE AREA (LRSA) AND AMENDING THE TOTEM LRSA BOUNDARIES IN ANCHORAGE MUNICIPAL CODE SECTION 27.30.700, EFFECTIVE RETROACTIVE TO JANUARY 1, 2025.
Shall the Totem Limited Road Service Area (LRSA) boundaries be amended by de-annexing Lot 2 Huisingh Subdivision, according to Plat 77-258, thereof, from the Totem LRSA and amending Anchorage Municipal Code section 27.30.700, effective retroactive to January 1, 2025?
The affected area within the Totem LRSA, Lot 2 Huisingh Subdivision (Plat 77-258), does not receive direct road maintenance services from the Totem LRSA. The only access to the proposed property is from State-maintained O'Malley Road. The reduction of annual tax revenue resulting from the proposed property de-annexation would be less than $930 and will not have a material fiscal impact on Totem LRSA financial integrity.
The existing mill rate in the Totem LRSA is 1.5 mills. The property owner of Lot 2 Huisingh Subdivision (Plat 77-258) will incur a decrease in property taxes for road services beginning with the tax year 2025. (AO 2024-127)
+ PROPOSITION NO. 14: APPROVING DE-ANNEXATION OF LOTS 1 & 16 BLOCK 2 ELMORE SUBDIVISION, ACCORDING TO PLAT P-635, THEREOF, FROM THE BIRCH TREE/ELMORE LIMITED ROAD SERVICE AREA (LRSA) AND AMENDING THE BIRCH TREE/ELMORE LRSA BOUNDARIES IN ANCHORAGE MUNICIPAL CODE SECTION 27.30.700, EFFECTIVE RETROACTIVE TO JANUARY 1, 2025.
Shall the Birch Tree/Elmore Limited Road Service Area (LRSA) boundaries be amended by de-annexing Lots 1 & 16 Block 2 Elmore Subdivision, according to Plat P-635, thereof, from the Birch Tree/Elmore LRSA and amending Anchorage Municipal Code section 27.30.700, effective retroactive to January 1, 2025?
The affected area, within the Birch Tree/Elmore LRSA, Lots 1 & 16 Block 2 Elmore Subdivision (Plat P-635) do not receive direct road maintenance services from the Birch Tree/Elmore LRSA. The only access to the proposed properties is on Greybull Place. The reduction of annual tax revenue resulting from the proposed property de-annexation would be less than $1,370 and will not have a material fiscal impact on Birch Tree/Elmore LRSA financial integrity.
The existing mill rate in the Birch Tree/Elmore LRSA is 1.5 mills. The property owner(s) of Lots 1 & 16 Block 2 Elmore Subdivision (Plat P-635) will incur a decrease in property taxes for road services beginning with the tax year 2025. (AO 2024-129)
+ PROPOSITION NO. 15: APPROVING ANNEXATION OF LOTS 6-18 BLOCK 2, AND LOTS 9-13 BLOCK 3, EQUESTRIAN HEIGHTS SUBDIVISION, ACCORDING TO PLAT 87-14, THEREOF, INTO THE BIRCH TREE/ELMORE LIMITED ROAD SERVICE AREA (LRSA) AND AMEND THE BIRCH TREE/ELMORE LRSA BOUNDARIES IN ANCHORAGE MUNICIPAL CODE SECTION 27.30.700, EFFECTIVE RETROACTIVE TO JANUARY 1, 2025.
Shall the Birch Tree/Elmore Limited Road Service Area (LRSA) boundaries be amended by annexing parcels Lots 6-18 Block 2, and Lots 9-13 Block 3, Equestrian Heights Subdivision, according to Plat 87-14, thereof, into the Birch Tree/Elmore LRSA and amending Anchorage Municipal Code section 27.30.700, effective retroactive to January 1, 2025?
The affected properties, Lots 6-18 Block 2, and Lots 9-13 Block 3, Equestrian Heights Subdivision, according to Plat 87-14, thereof, are seeking annexation into the Birch Tree/Elmore LRSA. The existing mill rate in the Birch Tree/Elmore LRSA is 1.50 mills. The increase of annual tax revenues resulting from the proposed property annexation would be approximately $1,435 and will not have a material fiscal impact on Birch Tree/Elmore LRSA financial integrity.
